In direct response to the devastating Yellow Fever epidemic of 1803, Alexandria’s Common Council enacted an ordinance on March 27, 1804, prohibiting the sale of new burial plots within the town limits. Public fear that overcrowded graveyards were contaminating wells and spreading disease led to this major shift in burial practices, pushing future cemeteries outside the populated areas.
